Patron Conduct Policy

PURPOSE:  The Temple Public Library has established certain standards of acceptable behavior on library property in order to maintain an atmosphere that promotes the use and enjoyment of the resources and services of the library, promotes the safety of the general public and the library staff, and protects the building, furniture, equipment, and materials of the library.


Any activity that interferes with the rights of other patrons to use the library, disrupts the normal functioning of the library, could result in physical, emotional, or mental injury to oneself or others, or could result in damage to the facilities, equipment, or materials is considered disruptive and unacceptable behavior.

DISTRUPTIVE BEHAVIOR:  includes, but is not limited to, the following:

  • Selling and/or soliciting for services, money or items in the library or on library grounds. Distributing handbills in library or on library grounds.
  • Sleeping—sleepers will be awoken by the staff.
  • Stretching out on couch making it impossible for others to share it. Putting feet on furniture. Moving furniture.
  • Spreading out belongings blocking path around, or access to, furniture. Storage of belongings on seating. The library reserves the right to limit the size of baggage which may be brought into the library. Patrons may be asked to store items in designated areas if available.
  • Blocking library entrances with shopping carts or other methods of transporting belongings.
  • Entering library without shirt or shoes.
  • Loud or prolonged speech, singing, whistling, or use of any radio, CD player, computer, or other electronic entertainment device so that any other person can hear it.
  • Misuse of public restrooms by vandalism, disrobing outside of a closed stall, bathing, shaving, or washing clothes, sexual activity or deliberately creating an unsanitary condition.
  • Disruptive or harassing conduct, abusive, insulting, or threatening language, actions or gestures.
  • Refusal to cooperate with library staff, including refusal to provide correct name when asked and refusal to leave the premises when so directed.
  • Misuse or defacing of library materials, furnishings, equipment, or facilities.
  • Use of alcohol or illegal drugs.
  • Use of tobacco products, smoking of any substance, or use of matches or lighters in the library or within 20 feet of the library entrances.
  • Consumption of food except in designated places (currently the 1st floor reading lounge). Drinks with lids are allowed throughout the library with proper care to avoid spilling.
  • Inappropriate displays of physical affection.  Use of one chair by more than one person (with the exception of small children).
  • Removing or attempting to remove library materials not properly checked out.  The library reserves the right to search purses, briefcases, backpacks, bags, etc. which cause the security alarm to sound.
  • Failure to supervise children in your care.
  • Use of cell phones, except in study rooms and restrooms.
  • Entrance into non-public areas of the library without permission.
  • Any illegal act.
  • Any behavior that hinders another’s use of the library.

VIOLATIONS:  Anyone violating these rules will first be warned by a library staff member.  If the conduct continues, the offender will be ordered to leave the premises.  Staff members, at their discretion, may expel patrons without warning in situations of serious, threatening, or willfully malicious behavior.  Repeated failure to observe these rules may lead to revocation of library privileges by the Library Director or the staff member in charge at the time of the incident.  Persons ordered from the property who do not comply may be subject to arrest and prosecution for trespassing. 

APPEAL:  Anyone wishing to appeal their exclusion may submit an appeal in writing to the Library Director.
