General Services

Who We Are

Comprised of a broad array of divisions, General Services is both an internal and external service department providing support to the effective operations and strategic initiatives of all City departments, as well as the development and implementation of community focused programs.

What We Do

General Services supports programs, policies and partnerships that provide for more transparent, resilient and equitable operations.

  •  Provide programs that assist in neighborhood enhancement opportunities, focused on improved quality of life for all citizens;
  •  Manage maintenance, operations and projects at 53+ buildings, over 650,000 sf;
  • Explore and implement new opportunities in support of efficiency, environmental stewardship, community responsibility and economic vitality; and
  •  Increase the City’s capacity to leverage, apply, receive and manage grants with integrity and transparency.

                        What's Going On​


Community Development 

  •  Submitted a Community Development Block Grant 5-year Consolidated Plan and Annual Action Plan to HUD
  •  Awarded over $575,000 to local community agencies through CDBG and Community Enhancement Grants
  • Awarded Strategic Investment Zone incentives to 3 businesses in the downtown area, updated ordinance
  •  Developed and implemented Empowerment Zone incentives for the Jeff Hamilton Park area

Facility Services

  • Implemented new work order system and an overall Facility Management Plan
  • Improved internal customer satisfaction
  • Completed over 630 work orders and implemented a Preventive Maintenance Plan, becoming more proactive
  • Successfully implemented new custodial schedule and notification process

Strategic Initiatives

  •  Improved methods to track and benchmark utilities through an Energy Management plan
  •  Developed a Performance Management program to track accountability and improve transparency
  •  Facilitate and complete the review of City departments, to recommend process improvements
  •  Received over $300,000 in funding for sustainability initiatives through incentives or cost avoidance


  •  Assisted departments in applying for over $2.0 million in funding, receiving over $800,000
  • Successfully manage over $4.0 million in funding
  •  Update External Funding Sources Policy
